I.1 Introduction
The CORE division is the largest division of the Metropolitan Police Force. They are charged with enforcing the authority of the Combine unto the citizenry. They are the standardized units within the Metropolitan Police force and are occasionally seen patrolling the streets of their assigned city.

This document will consist of the various material that will inform a member of the CORE division on how to do their job. Material includes ranks and privileges of a member of the division, training protocol of a member of the division, violations and punishments, standardized patrol areas, and more over the basics of what it takes in the division. Refer to this manual when necessary.

I.2 Basics
As a member of the CORE division, in a very specific way to explain your job, it is to patrol and to assert authority. The latter can be done in many ways, mainly through issuing punishments at the discretion of the patrol leader if it is seen that the citizen has violated the law.

In your first patrol as a member of the CORE division, and more or less throughout your entire career in the MPF, you will need to follow simple, albeit strictly enforced rules.

1. Stay with your patrol leader at all times. In the time that a patrol takes place, it is necessary that you stay with your patrol leader. If you happen to wander off on your own, you may run into trouble that you cannot beat or run away from without the assistance of your squad mates or the superior knowledge of your squad leader.

In a situation where your patrol leader does command you to stray off from the patrol, you must follow it to the dime. If you do run into an obstacle that puts a threat on your life, it is immediately required that you call for backup over your standard radio. Punishments can and will follow even if the situation is solved due to your negligence of not calling for backup.

2. Obey every order from any higher ranking units, within and out of your patrols. This includes any other significant ranking member of the Metropolitan Police Force, even if they happen to be a member of another division. Failure to do so will result in punishment for yourself, and if it puts risk to other members of your squad and or patrol group, the severity of the punishment will be ten fold. Failure to immediately follow these orders may also result in a punishment, but not as severe as completely disobeying the order without ever accomplishing it.

In a situation where you are knowledgeable that the order is a violation of the law, you are authorized to advise the issuer of the order that it is in fact against the law. If the commanding officer does not acknowledge your advice and continues to give the order, you must do it without questioning it any further. More likely than not, the commanding officer will be punished for whatever happened in result of the order being completed by his subordinates.

3. Do not speak to members of the Citizenry unless you are distributing Loyalist Points, issuing a verdict in accordance to your own authority or the authority of a significant higher ranking member of the MPF or other organization of the Combine, or if the Citizen is reporting a violation. If a Citizen continues to tamper with your duty without reporting anything of significance, and they are over all disturbing your presence and not allowing you to do your job, refer to the primary Metropolitan Police Force manual for directions on what to do next.

It is important that you maintain a level of professionalism and that you do not get into contact with the members of the citizenry too often. This is for the best in many occasions, as speaking uselessly to a citizen will remove you from your duties for a time, and may or may not put you at risk in future. In situations where it seems that you may be put at risk, you are required to call for backup from other units within your area. Failure to do this will result in punishment if you were in fact being endangered. It is mainly recommended to stay with a squad, as to avoid these situations that can occur as much as possible. Failure is weakness.

4. Stay in an orderly formation at all times. Whether you are in a single file line behind the squad leader, a wedge, or a diamond formation, you are required to, at the best of your ability, maintain it through the formation. In situations where formations such as a diamond cannot be kept, it is at the squad leader's discretion to choose a formation. For example, a diamond formation may not be easily kept inside of an alleyway, and a single file line may work better for the squad in terms of sight and the ability to move around in the alleyway.

Formations in a way can also be quite menacing, and the professionalism behind them can show the citizenry and any other force that wishes to disturb the peace that it may be a hard, professional force that they are up against. Falling out of formation would be seen as in accordance to the first rule, and will result in punishment.

I.2A - Basic Stations
As a member of the CORE division, you will primarily at times be stationed in areas within the city, mainly when you are not on patrol. Troop assignment will be decided by the leader of your patrol group, an Ofc. of the division, or any other higher force within the division. Primarily, all lower ranks of the force will be deployed to these areas.

Plaza

  • Stay on a street corner. To take the advantage, you will want to see most of the plaza,
    and you can do this from the street corners. This is efficient due to you being able to get a general overview of the plaza, and you may be able to spot things before others do if you happen to be standing in the center of the plaza.


  • Always keep your back to a wall. Citizens who seek to harm members of the force, such as anti-citizens, mentally ill citizens, malignants, and other scum will try their best to catch you off guard, which at many times will be an attack from the back. It is safer for yourself to eliminate that threat.


  • If you notice a violation, immediately deal with it. Do not be ignorant in your duty to the Combine. If it is realized that you are ignorant, citizens will develop a habit of fighting against the violations. It is your duty to deal with it on the spot, no questions asked.


Apartment Blocks

  • Never stay still within the apartment blocks, there are many areas that citizens can be hiding, and they will pounce on you at any given moment. This does not mean to be fast and reckless. Slow is smooth and smooth is fast.


  • When breaching a suspicious room, always have at least another unit alongside you to assist you in clearing out the room. It is required that you never breach a room alone, unless it is an emergency. Any actions that are seen as negligent that you do on your own will be put against you. Use your experience within the MPF to determine whether or not to breach on your own. It is highly recommended to call for backup in any cases.


  • During inspection, all citizens must be rallied to the bottom floor, or any other designated area for inspection within the apartments. Any citizen that is not seen at the area after a time since the call of the inspection is to be detained.


  • In a situation where you are breaching a room, or clearing a floor of the apartments,
    ensure that citizens stay within their rooms in the apartment block. All adjacent doors within the apartments must be closed before your team can continue down the hallway. Do not allow your squad to fall due to an ambush. In a situation where you may think an ambush will happen, always have someone watching your back in case you are attacked from behind.


Train Station

  • Monitor the biotics who will be doing public service detail within the station.


  • Use any questioning room within the train station as needed for any citizens that are seen as suspicious or are tagged by cameras.


  • Keep this area under surveillance at all times.


I.2B - Priority Protocols

In the City there are several important protocols that must be enacted by the Metropolitan Police force. Occasionally, the CORE division will be in-charge of ensuring that these tasks are completed, sometimes on a daily, or weekly basis.

Ration Distribution Terminal
The RDT, as it is commonly abbreviated as, is the main source of food for the citizenry of the City. This must be handled, as it is an obvious necessity for food to be given out to the citizens.


  • Direct all Citizens to the designated RDT once the RDT is announced as online.


  • When manning the RDT, ask the citizen to apply. Check for Loyalist and Negative Points


  • Citizens with ten Negative Points and no Loyalist Points do not get a ration.


  • See the primary Metropolitan Police Force manual on further guidance.


Priority Identification Check: Inspection
When an inspection is called, this is an immediate search without warning to the civilians.


  • Rally all citizens within the sector that the inspection takes place in to their designated inspection positions.


  • Clear the apartments or where the inspection is taking place. Breach any locked doors and rally all citizens found to their inspection positions.


  • Before searching a citizen, it is required that you tie them. Make them all apply once they are tied and then searching may be undergone. Any violations seen, or any contraband found, will determine the fate of the involved citizen. Refer to the primary Metropolitan Police Force manual for advice on violations and otherwise.


Judgement Waiver


  • Move all citizens indoors. Citizens should have a certain amount of time to relocate to their living area or otherwise in the time of a Judgement Waiver.


  • Units during a Judgement Waiver should be stationed in the plaza, ensuring that it is cleared of any malignants or anti-citizens. After this is done, the apartments and any other living facilities will be locked.


  • Once they have been locked, all citizens outside of their living areas are to be detained and questioned for what they were doing outside during a Judgement Waiver.


Autonomous Judgement Waiver
  • All units under the rank of 05 must return to the Nexus.

  • All Overwatch units are to be deployed.

  • Automatic Weapons such as SMG's are authorized for units who are 05 and above.

  • Amputate every citizen that is not within their living area.

  • Do not end this waiver until all citizens outside of their living areas have been amputated.


Your Radio:
  • Upon a unit flatling, or dying, the radio will turn off and become useless.

  • It is essential for keeping in contact with other units and dispatch.

  • It uses an encrypted channel.
